Managing Engine restarts

Schedule Engine shutdowns when no campaigns are running.

If this is not possible active campaigns should be paused, either individually via the user interface or using scripts the pause and resume functionality. This is to manage the impact on active campaigns, as unplanned restarts of Engine may impact campaigns that are currently processing.
